Summary
MARPOL Annex I entered into force in 1983, forming part of the combined instrument of MARPOL (the 1973 Convention and 1978 Protocol), which aims to protect the marine environment from pollution by oil and other harmful substances from ships. Annex I mandates new oil tankers to be constructed with double hulls (and also mandated existing tankers at the time to be retrofitted with double hulls within a specifide schedule), to prevent operational and accidental discharges of oil. The Annex was revised and updated in 2001 and in 2003. It is mandatory for all parties to MARPOL.
