Summary
The CLC Convention aims to ensure that persons who suffer damage from oil spills originating from tankers have access to adequate compensation. The CLC Convention places liability with the owner of the tanker, except in specific cirumstances. Owners must either take out adequate insurance or maintain sufficient finances to cover liability for an incident. The 1969 CLC Convention was updated by a Protocol adopted in 1992, which entered into force in 1996 and has been updated and amended several times since then. Many former Parties to the 1969 CLC Convention have withrawn after ratifying the 1992 Protoco.l Once all Parties to the 1969 CLC Convention have ratified the 1992 Protocol, the latter will replace the former.
